Governor’s Supplemental Budget Recommendations Includes Assisted Living Licensing Fee

Governor Mark Dayton last week introduced his supplemental budget recommendations, based on the state’s most recent forecast which showed a surplus available. In the health and human services area, the Governor suggests additional spending building on previous appropriations that would focus on investments in processes for protecting older adults.
Updated State Budget Forecast Included Reductions to Disability Waiver Rates

Minnesota’s latest budget forecast that came out a couple of weeks ago includes roughly $65 million in state savings related to an action by the Centers for Medicare & Medicaid Services (CMS) rejecting the state’s implementation of an update to the Disability Waiver Rate System (DWRS) last year. This “savings” is potentially bad news for adult day services providers.
Recruit the Next Generation: Summer Health Care Internship Program

Employer applications are being accepted for the 2018 Summer Health Care Internship Program. Skilled nursing, home care providers and adult day centers are encouraged to participate. The deadline to apply is Friday, April 13.

Bill to Revise Home Care Law Introduced

Legislation amending the Home Care Law has been introduced this session. The bill was developed through a working group of the Minnesota Home Care Association, Care Providers of Minnesota, and LeadingAge Minnesota, with technical assistance provided through the Minnesota Department of Health (MDH).
Updated State Budget Forecast Shows Surplus

Minnesota’s latest budget forecast predicts a $329 million surplus for the current biennium, which runs from July 1, 2017 through June 30, 2019.
Don’t Be Denied, HCBS Providers: DHS Will Enforce Waiver Billing Changes

Beginning March 5, all Home and Community-Based Services (HCBS) providers – including Adult Day Services and Customized Living - must bill each date of service on a separate line for all HCBS claims submitted. DHS will deny any claims that use a date span instead of individual lines for each date.

DOLI Holds First Apprenticeship Summit on March 7

The Minnesota Department of Labor and Industry (DOLI) hopes to add more apprenticeship programs in healthcare in the future, and is hosting a free, one-day summit in March to showcase best practices and strategies to expand apprenticeships.

Senator Housley Hosts Listening Sessions Throughout the State

The listening sessions, hosted by Senator Karin Housley (R-St. Mary’s Point), chair of the Senate Aging and Long-Term Care Policy Committee, are designed to be a venue for vulnerable Minnesotans and their families to share their stories.
Governor Dayton Appoints Jan Malcolm as New MDH Commissioner

Governor Mark Dayton has appointed former Health Commissioner Jan Malcolm to lead the state Health Department. Malcolm, a veteran health care executive with a national reputation in health policy, led the department under Governor Jesse Ventura from 1999 to 2003.
HCBS: 2018 National Core Indicators Survey Begins

DHS Seeks Nursing Home PIPP Proposals
